Methodology
Net federal obligations on NOAA grants and cooperative agreements (USAspending award types 02–05) whose place of performance is California, summed by federal fiscal year (October to September) of the transaction date, in nominal US dollars. De-obligations reduce the year in which they are recorded. NOAA was chosen as the scope because nearly all of its assistance in California funds ocean, coastal, fisheries and atmospheric science and management: the largest programs are cooperative institutes (11.432), Pacific salmon (11.438), habitat conservation (11.463), the Integrated Ocean Observing System (11.012), Sea Grant (11.417) and coastal management (11.473). Navy and National Science Foundation research grants are not included because USAspending does not separate their ocean-related share. The series starts in FY2010. USAspending's transaction-level place-of-performance fields are empty for NOAA assistance before mid-2009, so FY2008 and FY2009 cannot be attributed to California reliably. A fiscal year is added 60 days after it ends, to allow for agency reporting. The jump in FY2023–FY2025 reflects Inflation Reduction Act and Bipartisan Infrastructure Law funding for coastal resilience and habitat restoration. Each year's total is checked against the sum of all Assistance Listings from USAspending's spending-by-category endpoint and agrees to the dollar; it also matches the spending-by-geography view. Agencies can revise past awards, so earlier years may change slightly.
